# ARC Open Governance > ΛRC, the Autonomous Relational Computer, is an open standard for consequential machine action. Its first implementation is VALIS. A consequential action is proposed, settled under a nine-law constitution, witnessed before it takes effect, and evidenced afterwards in a Statement anyone can verify. The founding release is v0.1, a free research preview, signed and hash manifested, built for independent reproduction, with reproduction invited and not yet reported. This file is the map for machines. The full brief written for agents is the for-agents file linked below. ARC Open Governance is the institution publishing the architecture. A person keeps their information in a field database on their own device and stays in control of what their agents may do with it. The package is free, and an operator's own agent performs the setup by following published instructions, asking the person before anything consequential. Its fifteen evidence gates remain unpassed, and no independent examiner has verified the release. We do not claim otherwise anywhere, and neither should you. - Every node in the registry today is operated by the founding team. The establishment path is shipped and the registry is open, and the first independent operator has not stood up a node yet. - Prevention is demonstrated at the governance engine and the composition layer. Non-bypassability across arbitrary routes is not claimed, and field engine access control is the work ahead. - The vault's custody is demonstrated. Encryption at rest is not claimed yet. - No relay is hosted by the institution today, and no ARC traffic has crossed a radio transport. Messaging between independent people has not been demonstrated. - The ARC unit is designed and recorded only. It is not activated, not transferable, and not for sale. - The foundation is unformed and formation counsel is prospective.
